I am travelling Etihad and I have never travelled with them before - how strict are they on baggage limits? For example the limit is 23KG, if you are 24/25KG will they charge you?

I have travelled lots of times with Emirates and they are very relaxed - I was usually 5KG over and they never said a thing and never charged me.

Baggage excess is totally depends on luck, usually estimated by airlines rules, or the counter clerk, or the status of the flight and how much the percentage of the baggage excess on that trip, or the timing of the baggage drop, or the route, or all together.
I flew once with Royal Jordanian with 6 bags and they allowed me, another time same route they didn't allow me to have an extra kg and one baggage was allowed.

Conclusion: go and check in with you extra weight but be prepared to carry on some of it if they didn't allow that.
