I have never been to Pennsylvania but I have a feeling that it is not as expensive or as fun as Cali, I am saying that out of experience because I spent three years in Cali 1 in southern Cali in a city called Thousand Oaks close to LA and 2 in northern Cali in a city called Belmont close to San Fran. Overall Cali is expensive. Housing goes anywhere from 750$ - 1000$ (with a roommate or family). And from 850$ - 1500$ (An apartment or a studio). Food and grocery is almost the same across the US, however; tax's are not and Cali tax's ranges from 8% to 9.5% (which is high compared to other states where the tax is lower or none existent; like Organ). Nonetheless Cali is one of the best states to live in when it comes to going out, the people, weather and safety (depending on where you live). I had the best time there and I highly recommend it (keep in mind I lived there on a 1840$ monthly salary), and personally I preferred north Cali over south Cali, I wish you the best of luck and if you need more info let me know.
