since the Government is funding me then I suppose they want me to work in Saudi Arabia only, right?

It's all about ur visa status. If it is legal 2 work dir so u're on ur own.

Sure you can work wherever you want and the scholarship doesn't ask for any commitment from you after graduation. However, it is very hard to get a job if you don't have a work permit.
