you can see several things
first the verb (is) is single because we have only one country which is Canada
second with the object (country), you can see (a) because country is singular count
country ===>countries

ÀĿĵÙmÅĺăŋ MŌĥĂmMĕď, I understood that you are asking if an comes only in the beginning of sentences? if so, no. they appear whenever in any part of a sentence as long as before a noun. but you must make sure that "a,an" come before only nouns. wherever you put them before adjectives or adverbs, that's grammatically incorrect
 
Essa,I understand what you're saying, however,as I said, in English, it never uses a"an before adjectives. It's completely incorrect. Regarding your Examples, articles appear there because adjectives followed by nouns.That means articles refer to nouns.NOT FOR ADJECTIVES. In short, it's grammatically incorrect to say for example, he is a clever, nor to say She is a happy. Moreover, still the same, an article never appears before adverbs. For instance, you can't say ,He drives a slowly,however,you can change it to, He is a slowly driver. Did you see the the difference here.It appeared here to refer to the noun which is a driver. As I mentioned, when an article appears before adjectives or adverbs,IT never refers to adjectives nor refer to adverbs.instead, it refer to only nouns. I hope that's was clear
