I think University of Western Kentucky (Bowling Green) will accept 5.5 in IELTS or Level 9 in ELS. However, I'm not sure if they ganna accept 5.5 in IELTS with out GRE. You have to go to their website and make sure they ganna accept 5.5 with out GRE.
