Hello, I'm sorry my keyboard is in English!!

I am currently studying in Indianapolis, and my passport will expire next month, I tried to contact the embassy in New York, but I couldn't for no answer! Can anyone tell me how to renew my passport step by step in details? And is it possible to renew with no pictures, because I don't have pictures with my Saudi Uniform and I don't have a Saudi Uniform either!!!
